Just four weeks after their wedding, Lissie Harper’s world was shattered by the devastating news that her husband, police officer Andrew Harper, had been killed while carrying out his duty. The 28-year-old Thames Valley Police officer lost his life in August 2019 after being dragged along a country road by a vehicle connected to a criminal gang attempting to steal a quad bike. The horrific circumstances were so unusual and severe that emergency responders initially believed they had discovered the remains of an animal rather than a person. Tragically, the incident happened just as Andrew was preparing to finish his shift and begin his long-awaited honeymoon with his new wife.

Years after enduring the unimaginable grief of losing her childhood sweetheart, Lissie Harper has once again been forced to relive the pain after learning that two of the men responsible for her husband’s death are expected to be released early from prison. The decision has sparked outrage among Andrew’s family, members of the policing community, and supporters of the campaign that led to the creation of Harper’s Law.

Mrs Harper has accused politicians of failing to understand the lifelong suffering experienced by victims’ families and has criticised plans that could see two of Andrew’s killers leave prison before completing the sentences originally handed down by the courts.

In a powerful statement, she described the years she has spent trying to rebuild a life that was destroyed in a matter of moments.

“It has taken me years to rebuild a life that was torn apart in a matter of moments,” she said. “Years to pick up the pieces left behind by three men whose actions robbed Andrew of his life and stole our future.”

She added that decisions made by politicians and officials could have lasting consequences for families who have already endured unimaginable loss.

“It is deplorable to me that we have reached a point where releasing prisoners early is even considered acceptable,” she said.

Andrew Harper and Lissie Harper had been married for only four weeks when he was killed. On the night of August 15, 2019, Andrew responded to reports of criminals attempting to steal a quad bike near Sulhamstead in Berkshire. As he tried to stop the offenders, his ankles became caught in a tow rope attached to their vehicle. The car, driven by Henry Long, sped away with Andrew trapped behind it, causing fatal injuries.

Long was later sentenced to 16 years in prison and is not eligible for release under the current early release programme. However, Jessie Cole and Albert Bowers, who were passengers in the vehicle and were both 17 years old at the time, were each given 13 years in custody after being convicted of manslaughter at the Old Bailey in 2020. They are among those expected to benefit from changes designed to reduce pressure on the overcrowded prison system.

Mrs Harper said the situation made her feel that the suffering of victims was being ignored. She argued that justice should mean that sentences imposed by courts are meaningful and respected.

“When we speak of justice, accountability and standing with victims, decisions like this do the opposite,” she said. “They tell victims their suffering matters less, and offenders that the punishment handed down by our courts is no longer what they will actually serve.”

Her campaign following Andrew’s death helped create Harper’s Law, which introduced tougher penalties for people convicted of killing emergency workers while committing a crime. The legislation was supported across political parties, including both Conservative and Labour politicians at the time.

Mrs Harper said that support now feels forgotten.

“For victims’ families, this is not about politics,” she said. “It is about whether a sentence means what a judge says it means. It is about whether justice is something we truly believe in, or something that can be negotiated away when it becomes inconvenient.”

The proposed early releases have also drawn criticism from police representatives. Aileen O’Connor, chair of the Thames Valley Police Federation, said Andrew’s killers should remain behind bars and argued that their release would send the wrong message about the value placed on the lives of police officers.

She said Andrew’s family had effectively been given a life sentence of grief and that the least society could expect was for those responsible to serve their full punishment.

Thames Valley Police Chief Constable Jason Hogg also expressed his concerns, explaining that if Andrew’s killers had been convicted under the law that now carries his name, they would have received life sentences. He said releasing them early under new sentencing rules felt wrong and confirmed that he had written to senior government figures to make his position clear.

The controversy comes as the government faces growing pressure over its plan to reduce prison overcrowding. Under the new sentencing changes, some violent and sexual offenders could become eligible for release after serving half of their sentence instead of two-thirds. Other offenders could potentially leave prison after serving one-third of their sentence if they meet certain conditions.

However, the policy has faced significant opposition from victims’ groups and political critics. Claire Waxman, the Victims’ Commissioner for England and Wales, said she welcomed a review of the scheme but expressed concerns about whether early releases could be managed while fully protecting victims and maintaining public confidence.

Andrew’s mother, Debbie Adlam, also described the possibility of the early release of two of her son’s killers as deeply painful.

She said the decision felt like an insult because Andrew’s life could never be restored and his family would continue carrying the consequences forever.

The issue has also created political tension after senior figures were overheard joking about the prisoner release programme. Defence Secretary Wes Streeting later apologised, explaining that his comments were intended as a reference to an old political joke and were not meant to cause offence.

Despite those explanations, the controversy has intensified the debate over whether the justice system is properly balancing prison reform with the needs of victims and their families.
